I was suffering the same issue. At least in my case, this was due to an older firmware revision on my CMSIS-DAP and updating to the latest fixed it. Another Ameba SDK + IDE suggestion would be JetBrain's CLion, which is a primarily C/C++ IDE based around CMake. Not free but, as tends to be the case with JetBrains, well worth the cost, even for a hobbyist.
